In our applications,
we created a USERID just for the purpose
of being a "public" user and gave it all
the necessary Select only rights...
we Grant to PUBLIC or create PUBLIC...those
things which are so difficult to manage
PRIVATEly that it makes more sense to use
PUBLIC.
Examples:
Create user PublicUser ....
Create user ReadUser ....
etc...
