[Quoted] Can you be more specific about what problems you're having? I had a lot of hassles getting OAS 4.x to run well at our site, but am currently running 4.0.7.1 and it's very stable. The only outstanding issue I have with 4.0.7.1 is a bug with using overloaded procedures with the plsql cartridge. Supposedly this is fixed in 4.0.8, but I havent tried it yet.
