Designer 6 and Oracle 8.1.5

I installed Oraclei (i.e., 8.1.5) and then Designer 6.

When I try to install disk 2 of Designer (the preconfigured repository) I get a message saying that I haven't installed Enterprise Manager. (I have installed Enterprise Manager 2.0.4).

When I try to use the Repository Administration Utility I get a TNS login error.

My thought is that this is a net8 configuration problem somehow. Any thoughts?
