You have to have to connect to database before trying to install WebDB. I forgot to start up the database before trying to install WebDB, and got the same error, even though I knew SQL*PLUS had already been installed. In fact, after I got that message, I couldn't open SQL*PLUS. The only solution for me was to create a clean machine (as per Oracle8i release notes), reinstalling Oracle8i, start up the database, then install WebDB.
You might try uninstalling/reinstalling SQL*Plus then trying to install WebDB with the database started.
