if you can connect using tnsnames using sqlplus version 8: you have set tnsnames.ora in $ORACLE_HOME/net80/admin correctly. Developer 2.1 using net 2.3 so you must set tnsnames.ora in $ORACLE_HOME/network/amin. just copy the file from net80/admin to network/admin.

test using 'tnsping my_db'
if it is ok then test using sqlplus 3.3 (which come with Dev 2.1). If it is ok then I am sure that Form can connect too.

About your second question: I am sorry I have not try (I use Win95).
