D2K can mean one of the 2 things:

Oracle Developer (formerly named Developer/2000) Oracle Designer (formerly named Designer/2000)

So, if you're asking about Developer/2000, the answer is the Developer 6.0 is really Developer/2000 v6.0, but has been slightly renamed.

If, OTOH, you're asking about Designer/2000, then Designer v6.0 is a CASE (Computer Aided Software Engineering) tool which is used to design and generated databases and applications. Designer v6.0 can generated code (Forms, Reports, Graphics, Procedures, Triggers etc) for Developer 6.0. It can also generate Code for some other tools (e.g. VB, C++).
