Does the Oracle userid that you are using while trying to create the Form have build privileges in the schema where the Procedure is stored? Usually, failure to see something in this way means that privileges are insufficient. Normally, you should see a long list of Procedures that includes at least the SHOW Procedure for everything that you have created so far.
