(unknown charset) REPORTS 3.0 with GIF in HTML

Hi,

I'm trying to run an HTML (WEb generated REPORT) that includes a GIF picture in it. The generated HTML (in /cache/ ) contains a pointer to the GIF (in /cache/ ), but the GIF file is not generated there or anywhere else.

What am I missing? What environment variable is required for the GIF. Thanks
