Oracle Forms keyboard Remapping

There is a very special customer requirement to navigate through forms only using the NumPad Keys. The actual (non-forms application) has remapped
the TAB/Shift TAB to Numpad-Plus and Numpad-Minus

Any way to remap the Numpad-Plus/Numpad-Minus Keys to Next/Previous Field Events? Oracle Terminal fails to do this :-(
