WEBDB Problem..PLEASE HELP

I have installed webdb on oracle 8i OS NT service pack 3 I had to do a manaul install as the setup.exe of webdb could not connect and kept giving the message "password incorrect ensure database is up"

though the listner and gateway settings are accessible
via the URL when I say connect to WEBDB DAD
gives me error database log in denied
I tried giving webdb/webdb in the webdb dad settings
but it does not work
any ideas where i could be going wrong
please help
