Some forms come up in query mode (with the F8 to query message at the
bottom) and some don't.

Think this is generic for V1.3.2 and 2.1.2: quering is allowed if the select usage is set, autoquery
depends on MAXQRY in conjunction with the maximum number of rows you expect on the
table.
If table rows expected > MAXQRY, the form will come up in Enter-Query mode, to allow
the operator to restrict the query (aka not retrieve zillions of records).
If table rows expected <= MAXQRY, the form will autoquery (aka Execute Query).
