There were changes in some parameter specifications between 7.1 and 7.3 and following so that a parameter that could be "" in 7.1 now has to be NULL - Check for any triggers, etc that may have the "" and replace it with NULL --

I know this was the case with Forms and I suspect it applies to reports as well...
