Simple Designer Form question

How can I have a form (generated in Designer), default to allowing you to enter a query?

I have these preferences set:

AUTOQY = Y
BSCSCP = P
BSQENP = Y

Some forms come up in query mode (with the F8 to query message at the bottom) and some don't.

Any help is appreciated!!!!
