Oracle Event Manager: Custom Events

Does anybody have a good checklist for creating new events in OEM? The only thing I have found is a reference to the directory structure (i.e. /product/rdbms/audit/script). I have not found how to set VOC-xxxxx messages so that descriptions and parameter messages appear.
