Spatial Cartridge , - SDO_TUNE at Oracle 8.05 (win NT)

If I can execute
SDO_TUNE.estimate_tiling_level, this error message is displayed:

SQLWKS> execute mdsys.SDO_TUNE.estimate_tiling_level('body', 4, 'ALL_GID_EXTENT' );
 mdsys.SDO_TUNE.estimate_tiling_level('body', 4, 'ALL_GID_EXTENT' );  *

ORA-06550: line 2, column 2:
PLS-00221: 'ESTIMATE_TILING_LEVEL' is not a procedure or is undefined

PL/SQL: Statement ignored

Before this, I executed
Prvttune.PLB and Sdotune.SQL as MDSYS user.

Does someone know, where is problem???
