CDI-23564 in Server Generator - HELP!

I'm running the Production version of Oracle Designer 2.1. In following the Tutorial, when I get to executing "Generate database from Server Model...", I get the following error:

CDI-23564: "I:\ORANT\BIN\DWRSG20.DLL" could not be loaded or does not exist. Please check that the product has been installed correctly.

I've re-installed the Server Generator using Oracle Install. I've also double-checked the registry:

My Computer\HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\cgens70 \EXECUTE_SERVER_GEN_UI70=I:\ORANT\BIN\DWRSG20.DLL I've also double checked -- this file *is* in the correct directory, and has the same size and date/time as the installation CD.

I'm running on Windows NT 4.0 SP4.

Can anyone help me with this one?
