Problem with Designer 2.1.1 "can not load D:\ORANT\BIN\CF50G32.DLL"

During attempt to generate the form in Designer 2.1.1 occurs the ERROR: CDI-23564 "can not load D:\ORANT\BIN\CF50G32.DLL" But this DLL is kept in this directory.

Parameters in Registry:
DOM_OFG.GENERATE.DLL = D:\ORANT\BIN\CF50G32.DLL Oparating System : Windows NT 4.0
