This depends. If you have 'ordinary' OEM, you don't have the performance pack, which seems to be expensive.
With Toad you can do at least some diagnosis. It's a while ago I have been using Data-architect, so I don't know whether it comes with PL/SQL facilities.
Probably not as it is an multi database product. For me the main reason to work with Toad or Sqlnavigator is the lack of PL/SQL programming facilities in the standard Oracle kit. I know procedure builder (tool in Developer) and I don't like it.
