Here's what I did. My configuration is as follows, Personal Oracle 8, Developer 2.1, on Windows 98. Create an alias in the tnsnames and make sure the protocal is TCP/IP. Start the database instance. Open a DOS window and type 'LSNRCTL80'. This launches the listener. Now type 'START'. It should say everything is successful. Now go to your Forms designer session and connect using the TCP/IP alias. Good luck.
