If your ORACLE staf is not too experienced and big I would ALWAYS propose a standard set of templates because:

You only have to learn how it works instead of designing a template You can upgrade to future versions
The HEADSTART Utilities are nice when you work with Designer I don't like the time spent on discussions about programming/design standards; HEADSTART provides all of these.

Apart from Headstart there are other sets of templates available (Design Assist).
