A user in OEM 2.0.4 is not equivalent to a database user. This has changed from earlier versions of OEM. In 2.0.4, the username and password in a table, encrypted, as was mentioned earlier.

That caught me too, since I didn't read the docs, assuming the login would be similar to OEM 1.x. ;-)
