You will need an entry in the tnsnames.ora.
Mind that there exists different tnsnames.ora's if you installed O8i,
Enterprise Manage or WebDB.
We had the same problem.
When WebDB is installed it makes an entry (useally WebDB )in
http://mycomputername:80/WebDB/admin_/gateway.htm
