report generation for oracle

I am developing on a Solaris 2.6 machine against an Oracle database and need to do the following:

-create a web based form based on fields in a table in an Oracle
database

-link this form to the database so that, depending on what
information is "filled out" in the form,

      a report is generated by querying and formatting and returning the results

-have the web based form flexible enough so that users can specify
information they would like,

      over what time period they would like it, whether they would want the report automatically generated

      for them on a regular basis, and in what format they would like the report

I feel a little bit like I would be reinventing the wheel if I wrote a java or cgi form, and besides, my time
project time constraints would not allow me to do the java ( I admittedly would have to learn it as I went ). It seems that something like this must already have been done, and my company would not mind purchasing
software to do the job. If anyone knows of any software that can handle this task, any information would be
greatly appreciated.
