How to Change Key Bindings in Dev 2000?

We have to run different Developer 2000 Applications on the same machine.
Each Application has to use different key bindings and Accelerator Keys. I have created some resource files with the help of Oracle Terminal, but how can I assign these
files to appropriate applications?

I have also tried to run the Forms Runtime with Oracle terminal file parameter 'term' but is does not work.
Any help will be appreciated.
