Y2k solution?

can some one help me
what is the Y2k solution for date
i.e

[Quoted] 1- if the user enters 99 system will turn 99 to 1999
2- if user enters 00  then the system will turn 2000
3- if user enters 59 system will turn 1959

is there any command , procedure that can be applied on when validate trigger or any other trigger to do all these things.
