Yes it is.

Definitely:
Use it for Entity Modelling.
Use the Data Design Wizard to get your table definitions set up. Use it to generate your table/user/role/index/constraint etc scripts. Use it to document your data model properly - it's well worth it.

As for the code generation, we use it, but it's complicated. You will need to send people on courses, and it is worth getting in a bit of consultancy (e.g. Oracle Headstart). Once set up properly, it will save you masses of effort and give you a consistent interface and low-error code.

As with all CASE tools, you need to put in effort at the start to save you effort at the end.
