Size of FMB in Forms 4.5 (Win95)

Designer? We use version 4.5.9.7.0 on Win95. One of the FMB-files is
approximately 1.7 Mb in size. We cannot open it in Forms Designer; it
leads to a fatal error in KERNEL32.DLL on 0157:bff99dbd (I'll save you
the details).
We've tried on different computers (PII-350 MHz, 128 Mb RAM), but
without success.
Oracle Netherlands could not provide us any further information. Maybe
one of you readers.
