HELP!! error when pll is opened in form 4.5

PDE-PEP006 ENCODED PRPGRAM UNIT HAS AN UNKNOWN FORMAT The above message comes when I open pll files that came with oracle press dev/2000 hand book source code. I have no problem in opening other pll files
