Howdy,

I use and like Oracle PL/SQL Programming, but mine's an older one - it's by Scott Urman via Oracle Press. Might be the same book... [Osborne McGraw-Hill ISBN 67890 DOC 9987]

But I don't think PL/SQL is the 1st choice for NT system programming. It would seem odd if an advertisement for an NT Utility app said "Developed in PL/SQL". Even more odd if anyone bought it. Anyway... C++ would be my thinking.
