We had to move a lot of Reportwriter programs to Reports 2.5. However we used r25mrep that can accept a 1.1 REX file and produce a 2.5 RDF. It might be worth running your REX file through this utility. If that doesn't work post the text of the errors produced and I'll see if they look familiar.
