Developer for hand-held computers?

I am investigating the possibility of using hand-held computers for the comany I work for. I know there is Oracle Lite for Windows CE and for Palm OS, but what about development tools? Can I develop applications with Developer/2000 and compile them for hand-held computers? Or do I have to use some non-Oracle development tool? And if so, which is a good one?
