Developer 6.0 JAVA Reports CGI problem

I have tested oracle web reports with web cgi ( RWCGI60.EXE ) and with web cartridge. This 2 metods makes application error when run SHOWJOBS command. URL looks like this:
http://iis3nt40server/cgi-bin/rwcgi60.exe/showjobs?server=reportsmts When NLS_LANG is AMERICAN_AMERICA in server env. there is no errors. Wnen NLS_NANG is set to any other value, "showjobs" command hangs with error.
Is it a Oracle Reports bug ?
