You can write a stored procedure that execute only one statement: "COMMIT"; so you can call the stored procedure instead of "COMMIT_FORM".
However I think that the message "No changes to save" is only a FORMS message: the data updated in the database are saved in any case; to avoid the message you can change the "SYSTEM.MESSAGE_LEVEL" value.
