Try the following steps:

"U see U'r tnsnames.ora files
For SQL *Plus 3.3 SQL *net will be used. ####
U have to configute the oracle_home\network\tnsnames.ora file I think this will work for U. I have just tested it here. use beq-local or 127.0.0.1 host

Verify the NT registry if it does have a string of net20 or net80."
