We had this problem also, and it was an incompatibility
in levels of drivers. We were using Ora7win.dll drivers
with a 7.3 and 7.4 data bases. Had many problems.
We changed to Ora71win.dll, Ora72win.dll, Ora73win.dll
drivers and had better results.
So, for us, it was version level incompatibilities.
