Paging within an Oracle based Application

I'm trying to find a product(s), from an Oracle tools vendor, that could be used for performing paging from within an Oracle based application. We would like to perform paging to users based upon business rule events with the Oracle based application. I've not had any luck with finding anything. Anyone have any good leads?
