Paging within Oracle based application

I'm looking for products on the market that can be used with Oracle based applications for paging based upon an application business rule, event, etc.. We would like to be able to page users, support staff, etc.. when certain events happen within the Oracle based application. Are there products out there that you can call from a Trigger, PL/SQL procedure, or other Oracle means?

I've not had any luck with finding these products, any leads would be helpful.
