I have been able to resolve this for clients who had MS Internet Explorer on Win95. IE was set to automatically dial when it was started, the only problem was that any other "network" applications also brought up the dialer.
Start IE, goto View -> Internet Options -> Connection, make sure connect to network using LAN is selected (not connect to internet using a modem).
Of course, if you want to use IE or email, you have to manually make the dialup connection now...
