I can't speak for Oracle, but in the past the developer license included the ability to distribute with no additional fees the run-time components of Oracle tools to as many places/sites/instances as desired. The only stipulatation was that the license had to be for the same platform as the client (You can't have a NT license and deploy to Sun workstations clients, not that you could do that anyway...)

This is assuming you are not using other separately licensed products like Oracle Applications or Headstart. I don't know about them.
