Oracle8i: question on install client

I would like to install oracle8i client with enterprise manager on my NT4. I got 2 CDs from Oracle: 1st one is Oracle8i Release 8.1.5 and the other one is Oracle Enterprise Manager version 2.0.4.

My question is: should I install Oracle client(using the 1st CD) first then install Enterprise Manager Client(using the 2nd CD). Or I only need to install Enterprise Manager Client(using the 2nd CD)?
