In my opinion you start with Oracle WebDB, a free download from Oracle. This is not very robust but you learn the basics. For more control and the ability to do things not possible with WebDB, get Oracle Application Server 4.0. With OAS you write your own pl/sql procedures. With WebDB the basic procedures are done for you. If you do not have DBA privaleges, you will need to have a friendly DBA handy. Have fun learning, I still am!
