Install the Run-time parts of Forms and Reports on the client machines, give them access to the .fmx and .rep files and then run the relevant runtime e.g. f45run32 is the Forms4.5 runtime for 32bit machines. A short-cut like 'f45run32 username/password_at_database module=the_form' should do the trick.
