Forms 5 problem with WHEN-WINDOW-DEACTIVATED trigger

We are experiencing unexpected/unpredictable firing of the WHEN-WINDOW-DEACTIVATED trigger in our Forms app. It appears to happen even when no application or UI interaction of any kind is taking place. Has anyone had any similar experience or be able to point us to a source of more comprehensive documentation on when triggers should fire?
