Can a block be scrolled in Forms 3.0?

I have 3 blocks on a page. Block1 is used for user input and Block2 and Block3 displays rows of information pertaining to information entered in Block1.

What I would like to do is scroll through the information for Block2 and Block3. Is that possible?

Here is what the Block2 might look like. A black bar would be displayed over the Smith record and when the down arrow is pressed the black bar moves to the Doe record.

Smith        M     12/13/96    80,000
Doe          M     11/6/83     50,000
