Sorry, it is not correct.

Actually passing 5 exams "simply show your level you've achieved" :) Usually each exam consist of 60 questions. In order to pass each exam you have to answer correctly more than 77,5% of questions.

In order to become an Oracle Certified Application Developer you have to pass all of 5 exams with success.
