Not sure about the client s/w, but 7.3.2.2.0 is a no-no version.
There's a mandatory patch: upgrade to 7.3.2.3 or downgrade.
Try a different (preferably the same as your server) version.

2. Windows 3.1 can connect to Oracle server.
3. Windows 95 can ping the Oracel server successfully.
4. The installation of Oracle client software is also traditional chinese
version.
