Ran into the exact same problem here. As far as I know, there isn't any way to control this from ORACLE. However, you can lower the priority of the report server thread via the NT task manager. You can also use the NT "START" command to launch reports with a "LOW" priority in the first place. Other than that, I don't know what to tell you.
