Try the TNSPING utility.

It's like a TCP/IP ping but at the SQL*Net level.

If this does not work, your SQL*Net config is wrong. Check your tnsnames.ora file.

If this works, SQL*Plus has a problem. Post again on a newsgroup..... ;-)
