vbx controls in forms

Hi, I hope that you can help me, I'm traying to program vbx control in a oracle form, first I have to select the vbx control file (and I chose c:\winntsystem cmdialog.vbx), but then when I'm traying to open the vbx control name, forms send the next error
FRM-15504: Cannot retrieve list of VBX control names, after that I look for the solution and it tells that I have to install the controls again. I do that and it doesn't work
can you help me??
