forms 4.5 problem with saving changes

i'm creating a form for use with oracle apps. i have two blocks - one base table and one non-base table. when i query and change ( or add ) records, i get a message 'frm 40405 : no changes to apply' and then i get the message ' 1 transaction saved and applied ...' . i'm not sure where the first message is coming from. i tried to suppress it by setting message level, but that didn't work ( it is run from the oracle financials environment ).
any ideas on why i'm getting the first message 'frm 40405 : no changes to apply' ? any suggestions on how to suppress it, besides setting the message level ?
